GARNET SPRINGS PROJECT SCOPE:

GOALS, OBJECTIVES & DESIGN CRITERIA

The Goal of the Garnet Springs Project is to create a viable new
"Green Village Mall" integrated with its existing Energy Production
Facilities, which fully develops this valuable property's potential
within two years. To achieve this, the new Property Development 
Division of Wintec will handle the many varied aspects, especially 
the initial financing and ongoing financial management.
 
The Objectives will include full scale business plans, marketing plans,
civil engineering plans, architecture plans, environmental plans, permits
and construction contracts. The objectives will also include the project 
scheduling, ongoing needs, future maintenance, upgrades and additons. 
Coordination of these plans will allow for rapid planning, permitting, 
procurement, construction and business installations.
 
The Business and Marketing Plans will incorporate as many of the "Green"
businesses, products and concepts as possible, as outlined on each of
the following Building pages. The Civil Engineering will be standard, but
the Architecture will be an new integration of Old, New and Environmental
concepts desinged by a top firm. Permits and other Bureaucratic hurdles
have already been given incentives and green lights. Several appropirate
Contractors are available locally to bid on and build this project. 
 
The Design Criteria will include a wide spectrum of "Green" technologies,
materials, products and will include a Western Town Main Street look.
The designs will integrate the best of the old and new, with an emphasis
on exciting evolutions of these concepts into a dynamic functionality,  
future and fun.
 
An initial 8 Buildings are proposed, with each one hosting related "green"
businesses and products. The layout will create a "Town Square", but with 
an organic pear shape to more closely fit within the property's trapezoid 
boundaries and infrastructures.  The smaller east end will be the entrance
leading to the wider west end and central focus. Parking and Truck access 
will be along the Freeway side, and Horses and Town Vehicles primarily on 
the north exterior. Heavily treed landscaping will surround all buildings 
and shaded sheltered porches and balconies will be used. Colorful edible 
plants, shrubs and vines will fill the rest in.  A central wind powered 
fountain and pool/pond will be functional focus. The emphasis will be on 
an "Oasis of Green" and natural beauty and "Organic Biomorphic Design"  
elements of garden soil, natural stone, fine woodwork, rich colors and 
trappings, cultural furnishings and achitectural details. For a more
