GARNET SPRINGS
PROJECT BENEFITS

Wintec could benefit in many ways from this project.
First, it allows for it to vertically expand its windfarm tourism,
which has been a proven success and is ready for enhancement.
Second, it allows Windtec to horizontally expand into related retail,
with a large variety of available "green" products and features.
Third, it allows the company to build community and expand on its
historical base and wonderful location.

The tourism can be the initial focus of the new project, but it will
quickly dovetail into the full spectrum of "green" experience as
the village is completed and open for business.

The broadening of these attractions will fill a need for outdoor
environmental uses and for "green" shopping, entertainment,
education and inspirational exposure in a realistic context.
It can expand on the older business models along I-10, such as
Hadleys, Wheel Inn, Factory Outlet and Casinos and become something
very special indeed.

The village can give a whole new focus to this community. For over
100 years this valley crossroads has been without a center, and
depended on Palm Springs and Desert Hot Springs for everything.
It was just a gateway to these main attractions and facilities,
and not a center itself. Now it can be a central destination,
and be the location for 21st century "green" lifestyle experiences.

The village can tie together the historical aspects by filling in the
gaps in the existing facilities in a coordinated Western Town way.
The best of the Old West, as epitomised by the Railroad & Deopt, the
Welding, Trucking and BLM, can be expanded with many other new projects.
By doing this, this place can become sonmething with character, purpose
and avoid becoming just another freeway offramp commercial strip.

By coordinating all these ideas into a new village plan, its chances
for success are greatly increased. By going beyond the usual, the
exisiting corporate plans and focus, whole new profit vistas begin to
open. Wintec can easilty become a world leader in green village design.
By proving the business viability of this, it will set an example far
and wide, not just the I-10 corridor or resorts here.

Now with the finest architecture and layout, the village can be a real
exciting visual experience, attracting far more folks to take a break
from driving earlier than the resort they originally planned on.
This can become the main entrance to the valley and as word spreads,
it can become a focal point for both the locals and tourists. This plan
will showcase all the dozens of "green" concepts and create an excellent
commercial visual experience that leads to greater pleasure of shopping,
"green" lifestyle, return visits and profitable commercial dynamics.

A balance will be needed to design all this within reasonable budgets,
realistic schedules, consistant cash flow growth and sustainable rates
of return. By careful focus on realistic and functional designs, but
still having wonderful artistic esthetic qualities, a living growing
community center can take hold. "Green" can mean more than gimmicks or
rhetoric, as its now possible to build a mature integrated "green"
lifestyle, which has at its core, the organic principals of life, growth,
abundance and prosperity. It can avoid becoming a fading time capsule
of tommorrowland green sci-fi, or a rusty dusty western ghost town by
having a certain amount of room remaining for growth and flexibility,
rather than the look of absolute "mall" finality. This "work in progress"
feel gives it an inspirational vitality and growth potential.
The windmills have this already, and are always changing and developing.

By integrating this project closely with the windmills, it can have a
spectacular sense of "Motion and Dynamics". We think that certain designs
can enhance that feeling and excitement without becoming an amusement park,
something just short of that, something more practical and useful but
still inspirational and fun.

By developing Wintec properties to their full potential with integrated
designs with broad appeal and realistic business planning, the prospects
for greatly increased diversified cash flow, profit margins and rates of
return can be achieved. The whole look of the windfarms can change from a
single use technology scheme and view, to a multi-use commercial and
recreational functionality. Something far beyond just something to look
at while zooming by at 70 mph, to something to stop and get into, get
involved with on business and community levels, something that can be
enjoyed and shared with folks of all ages for decades to come.
This is an extraordinary formula for success.
